I saw some nice fonts from embroiderydesigns.com and etsy. There's a note that says 'This is a font set of individual design files. Each file is a letter, number, or symbol.
These are NOT keyboard fonts which need to be installed with embroidery software.'
Does this mean that I cannot create names with them simply by downloading them as I do with the built-in fonts? So which embroidery software do you recommend? Anything inexpensive and easy to use? I have a Brother PE 700II. I have a PC running Windows 7 and a Mac laptop running OS 10.6.8.

I believe what they are trying to tell you is that each individual letter is its own separate file and therefore, you can load them on your machine and use them like a built in font without the need for software. I think when they mention a 'keyboard font' they are trying to convey their designs are different from a font set that needs to be loaded into embroidery font software (or other software) where you would make a design and then save and load it on your machine.
So you should be able to download the fonts and load each letter or number on your machine (or select from your USB flash drive) and it will be just like selecting the font on your machine.

That sounds right to me. When you build words with fonts you have 2 basic choices. Either open each letter as a separate design file, merge and save it or use software that allows you to type the word with your keyboard and select a font style.
You can do both.
I have a number of purchased font designs because I just loved the unique way they looked for my project.
I also have Essentials software and the add on font package. The same license allows you to run it on Mac and PC. It comes with a set number of fonts and uses the fonts of your computer. It lets you type in a word with your keyboard, delect the font style and save it as a design file. Very much like creating a document in a font style and saving it.
Single character font downloads can fit a particular mood or monogram style perfectly.
Software that uses your keyboard's fonts save a lot of time when you want to build a long phrase or bring a large number of letters into one design.

How do I merge the individual letter files?

It depends. If your machine merges the built in fonts it should merge the usb fonts.
From your machine's screen just select each letter from the usb instead of from the machine's folder. Of course you have to download, unzip and drag them from your computer over to the usb. But once they are on the usb stick your machine should be able to handle the rest.
Another way is in a software program. If you don't have an embroidery editing program you should get one. The purpose is to manage the files you have stored on your computer. It will open your design files, move them around and save them into one file. Then you transfer that to your usb and open only one file to stitch out.
If you dont want to lay out the money right now for Essentials (to edit) and Thumbnailer (to view) or the other heavily featured software to view and edit then give Stitch Buddy a try.
Stitch Buddy is fully functional for 30 days for free. I absolutely love it- have only praise for it and still use it the most often. It even includes both an editor and a viewer. The viewer seamlessly integrates with Mac Finder upon first install so you can see all your downloaded design files as image icons. I should add that Mathias created Stitch Buddy for his wife's Janome years ago and has kept it current with the new Janome models. It has a really cute Janome logo and all the Janome hoop sizes for on screen editing. I really think that Stitch Buddy is the perfect match for you since you own so many Janomes. I bough SB for my Janome 350e.
I now use it with my BL Ellisimo - I select my BL hoop sizes and my threads and then export everything as a PES file to a usb. So it is very compatible with your Brother.
It doesnt work on PCs though- its strictly a Mac program.
