Mac Software Update 10.14.6

I am currently running 10.4 on my macbook but am unable to run many apps that only run on 10.5. I have considered upgrading to 10.5 but wonder if I should wait for snow leopard? My problem is I do not want iLife 09, etc. Plus, $129 is a lot when you dont want the other crap Apple forces you to buy.
While searching online for 10.5, I have seen 'Media Only' copies for $20, etc. What is a 'Media Only' copy and will it allow me to upgrade to snow leopard at a later date (and for $29) if I decide to do so? Is it a legit copy or do I need to buy a license as well? If so, how do you go about that and what does a license cost?
