Thanks for your question. It sounds like you have some videos that are not stored on your iPhone that you would like to edit with iMovie for iOS. Do you have iCloud Photo Library enabled with the 'Optimize' option turned on? If so, the videos are stored in iCloud instead of on your device to save space.
iCloud Photo Library automatically keeps every photo and video you take in iCloud, so you can access your library from any device, anytime you want. And any changes you make to your collection on one device, change on your other devices too.
May 15, 2016 When I try to play a video iMovie says 'Some of the videos in this project are being downloaded from iCloud'. When I tap edit and tap add media the video appears in the downloads section with a cloud on it but tapping on it does nothing. Tapping play on the original video in Photos just shows a buffering wheel. The same applies to the iMovie app too. IMovie allows you to be creative and use any pictures, videos and music that you want on your iPhone and iPad. But for Android users, iMovie is not available. The good news is that there are some video editor apps designed for Android smartphones which are as good as the iMovie app.

Video clips or photos in your iCloud Photo Library but not on your device appear in the Video browser and media library with a cloud icon . Tapping the video clip or photo downloads it to the photo library on your device.
